| It has truly been an honor and a pleasure to serve the people of Carter County since December of 1981. I am happy to say that it has been a very pleasant experience. Assessing property is not the most popular job for you or me but I am pleased at the cooperation I have received from you. |
| Since I began my job as your PVA we have undergone dramatic changes in the office. In 1981, all changes made to the tax roll were handwritten and forwarded to a data entry company in London KY once a year. That same company printed our working tax rolls, our certified tax roll, and our tax bills. We had no aerial photographs with which to map the county. |
| We now have the ability to maintain our tax roll here in the office and a complete and up-to-date mapping system. We completely upgraded our computer hardware and software system in 2005, as well as a partial upgrade in 2009, replacing our server and some of our older machines. We have public access terminals where taxpayers can come in and look up property information including sales data, building characteristics, and digital photographs of every parcel of land in the county. |
| We are excited about our website, which launched in March of 2006. The website will allow us to better communicate and familiarize the citizens of Carter County with the various duties of the office, as well as allow realtors, appraisers, and financial institutions to instantly obtain up to date information about real estate and improvements. |
| My staff consists of 4 full time employees who have each attended and completed Kentucky Revenue Cabinet educational classes and have earned the designation of both Certified Kentucky Assessor and Senior Kentucky Assessor. |
| In 2004, the Circuit and District Clerk’s Offices, as well as the court system moved to the new Carter County Justice Center at 100 E Main St in Grayson. This gave the county offices left in the courthouse a unique opportunity for expansion, as our offices were in desperate need for more space. In 2005, the Carter Co Sheriff’s Office moved to the old District Court office, and our office was expanded to include what was previously the Sheriff’s Office. We invite you to come visit our new office and see what improvements we have made. |
